I am buying existing small business. ,Do i have a right to refuse a job to prevoius workers?

That depends on how the purchase is set up and whether the employees have existing contracts. If it is an asset purchase, then you get the assets without any contract obligations. If you are purchasing the business entity, then the business has all of its existing obligations.
