Changing hours punched-in

Is it legal for my employer to change the times I punch in and out? I usually punch in about 15 minutes early, and never take a full hour for lunch. My employer always changes my times (in the computer system) to make it appear as though I always clock in and out at the exact same time, If all of the time I worked was calculated correctly, I should be earning over-time, but he alters the time punches to reflect exactly 40 hours of work each week.
