Legal Question in Employment Law in New Jersey

My company is changing over from payroll every other week to a semi-monthly payroll. However, non-exempt employees will be paid for two weeks' work each (semi-monthly) paycheck with the difference made up by paying three weeks' pay 4x per year. I'd like to know if it's legal for them to do so.

That pay arrangement does not comply with the New Jersey Wage Payment Law which requires that all of the wages owed to employees be paid not later than ten days after the pay period in which they become due. So, the employer cannot save up the earnings from the 1/3 week at the end of the month and pay them 3 three months later.
