decreasing salary

Can an employee's salary be decreased because he didn't follow instructions and caused the company to loose $300,000 to $500,000 worth of business because he missed the time cutoff on a municipal bid. He admitted he didn't allow enough time although he was given more than enough time.

An involuntary salary reduction is an accepted penalty for poor performance.
