Can my employer ask for a doctor's excuse in this instance: leaving early for a doctor's appointment that was made THAT day? Does this violate any laws regarding medical privacy?

Your employer can ask for you to bring a note from the doctor verifying that you were seen by him/her that day. The verification of the office visit is a legitimate management request. However, your employer cannot require that the doctor provide confidential medical information.
