can a employer hold back a week of pay

Yes. NJ law requires that employees be paid at least twice each month on regularly scheduled paydays and that each regular payday be no more than ten days after the end of the pay period for which the payment is make. So, if an employer pays weekly, it can be a week behind and not violate the law.
