I'm out of work for surgery, my employer combined my personal time ( sick and vac. ) with my leave act which made my recovery time much less. Can they do that?

No. If you are eligible for medical leave under either NJ or federal law, it is separate from your personal entitlements. However, in most cases, the NJ and federal times run concurrently.
