Can an employer reduce my hourly rate of pay for two weeks and then return it to the prior rate. An amendment to my unions contract required me to give back 42 hours pay in a 84 hour pay period. My employer states that the reduction in pay was evenly spread throughout the pay period so I was still paid above minimum wage and did not work without pay at any time.

You mention a union contract. Have you talked with your union representative about your question? Generally, the contract governs your rate of pay as long as federal and state laws are not violated.
