Promises upon hiring

I was hired at the place I currently work and when I was offered the job I was told that I was going to be working full time 37-40 hours a week and I have been scheduled for 15-25 hours. Can they promise me full time and then not give it to me?

Sure, unless there is some employment contract that promises you that amount. You are probably an at-will employee. Technically, they can hire you and then give you zero hours...
