unemployement appeal

In Oct 2008 I was fired for misconduct after 3 years.

I was denied benefits. I was given a interview 2 months later and was awarded benefits. My employer appealed it.

2 months later the appeal rules in his favor this time. Now I may have to pay back monies received.

I heard I may appeal again. How can they rule one way, then rule another.

There are different levels of appeal. It is allowable. You only have a few days to appeal to the Board of Review. Make sure you don't miss the deadline.
