Witholding of salary merit increases

The President of the hospital I work for has withheld the annual merit increases for all managers until all overdue evaluations are completed, regardless of whether or not some managers have completed theirs. Is it legal to withold someone's money because another person is delinquent on their deadline?

It depends on whether you have a true entitlement to the money. If there is a contractual agreement (e.g. union contract) that guarantees the money to you, then you may have an action.
