I am working for a school district through an agency. I would like to work for them permanently, but they said I need to get rleased from the agency because they do not want to pay the fee. How can I get released from the agency?

If the school district is obligated to pay a fee if they hire you, it's likely because the district promised (i.e., entered a contract) to do so. If so, the district, not you, must be released from the obligation. The district or you can ask the agency to waive the fee (i.e., release the district). But, why would they do so? Just to be nice?
