adding roommate to lease

I recently added a roommate to my lease. She filled out an application from building management and was approved. A lease was drawn up and we both signed it. When we didn't receive a copy of the countersigned lease after 2 weeks, we called the management company and they said that they've decided to not allow her to be added to my lease. Keep in mind my roommate moved from another state and has now been living in apartment for several weeks. Can they legally do this?
