Legal Question in Landlord & Tenant Law in New Jersey

Is an apartment lease legal if the landlord did not have an occupancy permit prior to or during the lease period. If not legal, what are the obligations of the tenant if he wants to move before the end of the lease period and is he entitled to keep any security deposits?
