Condo Noise
Is there a NJ law that requires floors to be covered by carpet? If not is there a way to hold the landlord responsible for the noise their tenant is making? I just spent $5000 to sound proof the ceilings and it is still too noisy to live.

No law that I am aware of requiring floors to be covered by carpet. Landlord is responsible to provide you with habitable premises and if the landlord cannot abate the noise you may be entitled to a rent credit, or you may move. The landlord should send a Notice to Cease to the offending tenants, and then a Notice to Quit if the conditions complained of are not corrected.
