Legal Question in Landlord & Tenant Law in New Jersey

my name is donna, i have a daughter she was 5 months old when my landlord stopp paying ALL my utilities. i went to social services which they are the ones who put the deposit down for me and they said its no longer in there hands what goes on. i went to legal rights they sseem to do nothing, then i went to the court house and they are trying to tell me even tho the house i rented from this county i would have to go up to his county, which i dont understand why i would have to spend more money and things to go there.

I do not understand exactly what you are asking. However, it appears that your landlord is not paying your electric/gas/water bill. There is a law that protects tenants when the landlord does not pay the electric/gas/water bill. But you need to inform the electric/gas/water companies that you are a tenant so that they are aware that there is a tenant. They need to provide you with 15 days notice before any shutoff. You have the right to have the bills sent to you so that you can pay them from now on. They also cannot ask you to pay the past due bills as a condition to avoid shutoff. That should at least avoid shutoff for you. Then you will need to determine how to get compensation from your landlord for utilities you are paying that are his responsibility. Call the utility companies right away to avoid any shutoff if you are in jeopardy of shutoff. If you need the legal citation to the regulation I am referring to, feel free to call me and I will give it to you so you can cite it to the utility companies. You may consider withholding rent from your landlord in the amount of the utilities you pay that he should be paying, but that is another matter entirely and I am not suggesting that you do that without obtaining formal legal advice.
