i have filed a complaint against my neighbors due to their teenage son's loud music. if they're charged with breaking the noise ordinance can i further sue them for emotional distress? the teenage son and his friends have been threatening me since i filed the complaint. they follow me to my car every time i leave the apartment. they mutter curses at me while doing so oblivious to my infant son i have with me.

In order to sue them for emotional distress in NJ, you have to show physical harm as well. It is not stated in your post if this is the case. You might have a viable harassment claim, given the behavior of being followed and threatened by these folks. You also need to send notice to the LL pursuant to the lease informing him of the behavior and giving him a reasonable time to cure. The noise and harassment is a violation of your right to quiet enjoyment of the premises. Call me at 908 391 5399 to discuss further
