Legal Question in Landlord & Tenant Law in New Jersey

My landlord failed to take preparatory action for hurricane sandy. There was no protection to avoid basement flooding and as a result the entire building with more than 500 families were without power and water for more than 5 days.

Post the storm, the management arbitrarily served evacuation notices as it had failed to stock fuel necessary for emergency generators. Water, coffee and shower was provided to the residents after day 4.

The overall attitute of the management has left a very bad taste in the residents.

Kindly advise if we can demand a rent abatement for the month/ week and an apology from management and disaster recovery plan in the future?
