can my landlord turn off my water, with 2 children in the home, for non payment of rent?

no. it amounts to an illegal or unlawful lockout. you can go to the court to obtain relief.

A landlord may not make a residential premises uninhabitable in order to get a tenant to pay rent. It amounts to a "constructive eviction" and the court may penalize the landlord for doing it.
