I am the owner of a condo that I rent. in the lease I stated that several windows in the unit would be replaced by 12/31/2006. I have not replaced the windows because of cost. Now my tenants are withholding rent. Are they entitled to that?

Tenants can withhold rent to "force" landlords to make repairs. To do so, they must provide notice to you in writing and they are too keep the back rent in a "escrow" account of some sort. Feel free to contact me at [email protected] to discuss this matter in more details.
