Legal Question in Landlord & Tenant Law in New Jersey

I live in a two family house on a property with two other houses a garage and a barn with horses. My lease states that landlord will supply cold water. I have been researching why my electricity bill is so high and found that there is one well pump for the entire property and it is hooked up to my electricity. So not only have I been supplying water to myself but all the other dwellings and tenants as well. Landlord claims that he will do nothing about it and I can do nothing about it either. What should I do? Can I recover the money I have paid for the last two years? Does this constitute a breach of contract?

Sue the landlord for what you paid for electricty for two years and let the court sort it out.
