Legal Question in Landlord & Tenant Law in New Jersey

i live in new jersey. my landord has not turned on my heat yet and it is october 24. when is he required to turn it on, and do i have the right to not pay my rent until the heat is turned on?

There is no state wide rule about providing heat, many municipalities do have regulations. I would start at your local municipal clerk and see if any ordinances apply
