Legal Question in Landlord & Tenant Law in New Jersey

My mom went to court today and never saw a Judge. She was given a Lawyer pro-bono!! The case was dismissed and the reason they gave without a Judge was because he wants to evict her. He claims she hasn't paid rent in 18 months. Which is not true, if it were why would anybody in there right mind let a person stay for so long. He threatened to cut off my mothers public service, not to mention he already took out her stove. What rights does she have against him doing so? The health dept came out and told my mom in a written statement that her apt is illegal.... My moms lawyer told her she would have to pay them back for what he claims she owes. I don't understand how landlord and tenants issues work and would gladly appreciate any and all the advice or what her rights are. The landlord wants to sell the building and can't with my mom living there....He claimed he never knew that the apt was illegal. So he has all the means of lieing to evict her.
