Review your condo policy for any rights to quiet enjoyment you may have. The first course of action is always to advise your condo board of the problem.(actually, I would say that the first course of action would simply be to ask your neighbor to turn down the music if you have not done that already). If you are on good terms with your other neighbors, you could inquire as to whether the noise is bothering them as well. If so, have everyone who is encountering the same problem write a letter to the board requesting that they take appropriate action. It could be that the individual is not even an owner, but a tenant of the owner and the owner may have to deal with him. I would use legal methods as a last resort, as these kind of disputes are often very fact specific, "he said, she said" issues and are generally not worth the effort of litigation. Speak to an attorney if you do not get a response from your condo assoc.
