Other person at location
I have a troublesome tenant who among other things has a girl living with him, even though the lease states, ''The guest may use the apartment only as a private residence for the following persons only: Him. I know I can issue an order to cease but he may say in the future she no longer occupies the place but did stay overnight. How do I enforce this? It is costing me alot of money in utilities which are included in his rent? Thank You

After the notice to cease, you have a problem of proof. The notice gives you the right to file suit for an eviction. The lease is clear. Your work will be to prove to the judge that he has violated the lease. If you have some way of keeping track of when this woman is staying or some other evidence, that will help the judge help you.
