If you landlord did not put your security into a security deposit account, when you move is he intitled to any of the money (for any reason)?

Your landlord is never ENTITLED to any of your security deposit money. It can only be used to cover damage done to the apt. caused by you. The fact that it was not placed in an interest-bearing account won't preclude it from being used for this purpose.
