Legal Question in Landlord & Tenant Law in New Jersey

Security Question

Hello, I wanted to know if i am obligated to keep a prospective tenant if they put up 250$ security? We have found another tenant and want to know since no one signed anything, can i just give them back thier money? No one has signed a lease so can we refund thier money and go with another tenant ???
