is a tenant entitiled to security depost if gives landlord less than 10 days notice before moving?

Depends if tenant vacates during the term of the lease or upon the express termination date in the written lease. If no written lease and tenant is a month-to-month then tenant must give at least one months' notice of their intention to vacate.
