Tenant harrassing tenant

In a duplex I own, I have a tenant that continually videotapes the other tenant and her 12 year old daughter, no matter what they are doing. She videotapes them when they are coming and going; working in the yard, videotapes all their guests. This has created a very uncomfortable situation for the other tenant as she objects to this behavior and her child has become fearful since she doesn't understand why she is being watched. Can this be considered harrassment or interfering with their peace and quiet enjoyment? What, as a landlord, is my responsibility? I have talked to the tenant about her videotaping and have sent her letters and a notice to cease, but it has not stopped. Is this grounds for eviction?

I don't think that you will get a clear cut answer to your question except from a judge. You have grounds to file a suit for eviction. If you do and the other tenant cooperates, you have certainly fulfilled your obligation regardless of the result.
