Legal Question in Landlord & Tenant Law in New Jersey

My truck was towed yesterday , parked legally/good inspection. I was told 2 weeks ago(bad sticker at that time) that it would be towed the following day, but I took it right away(yes that day) and paid for all repairs in order to get a good sticker. So, here it is 3 weeks later with a good sticker and legally parked and they tow it. $175.00 later I got my truck back. What right did they have? What can I do?
