Verbal Rental Agreement
My tenant has said in so many words, that he cannot pay this months rent. His personal property and CAT are here. Am I required under NJ law to give him 30 days notice in writing and what is/are the next step(s) to have him evicted?

When the rent is overdue, sue for nonpayment. You may want to have a lawyer assist you.

Send a letter immediately. Then file for eviction in court as soon as possible.
