Can a company with a business casual dress code for 10+ years, single out 1 department with and give them specific dress code?

Re: Dress Code Policy
Yes. Dress codes are discretionary employment functions unless they are included in an employment contract or collective bargaining agreement. Employers are within their rights to change a dress code and eliminate office casual attire.
That being said, my answer might change if the dress code rose to the level of either ridiculous or degrading.
