prosecutors obligations to the public

if a lawyer is knowingly being dishonest, fraudulant, ignoring phone/mail, and a laundry list of other charges, and the prosecutors are notified of this and fail to respond, can they be held financially responcable for great losses suffered by their neglegance

No, prosecutors are concerned with the prosecution of crimes and are not involved with disciplining errant lawyers nor with involving themselves in civil law matters such as negligence.
