Given a raw deal
Is it true that the law is you are given a discovery package from your lawyer before takeing any kind of deal?

Not neccessarily. Discovery is part of the litigation process. A case can be settled at any time. However, there is nothing that compels that an offer be made at any time. Often, insurance companies are not willing to discuss until discovery is exhcanged becuase they want to see hte merits of the claim.
