Can I sue a veterinarian while charges are being looked into by the attorney general for veterinary affairs? Also, can I use a general addidavit as an affidavit of merit?

Your question regarding the details of an affidavit of merit, is a procedural question, which ordinarily would be handled by an attorney in the course of pursuing a lawsuit.
