Can a lawyer friend claim he has a cut on my legal settlement

I had a lawyer friend who lives in other state who claims I owe him legal free if I get my legal settlement. I talked to him about my case but I never ask him to do anything and I don't sign any agreement with him. He claimed he worked hundred of hours on my case but could not give any real evidence to my attorney. But he still harasses me on e-mail saying that I need to pay or he will sue me on federal court.

In most statea an attorney must have a signe retainer agreement in order to receive a fee. Your present attorney should deal with this issue.

Based on what you have said, your 'friend' is a very peculiar person with strange ideas about what he should get paid for.
