If my lawyers fee is 33.3% and I receive a settlement of $13700 should my lawyer receive 33.3% of that settlement or 33.3% of the balance after my medical bills are paid my medical bills are $7973

Read the agreement you signed with the attorney, it is possible that your medical bills may be reduced by amount of legal costs incurred to collect them.
