can a ticket fro careless driving be issued if cop didn't and on private property.There is minor damage and no injuries

I believe that you are asking if an officer can issue a summons for careless driving if he or she did not witness the incident, it occurred on private property and the accident only involved property damage (minor or otherwise). yes, the officer can make an assessment that you operated your vehicle carelessly and issue a summons even if the accident occurred on private property.
