Can alandlord hold onto a tenants property? There is no outsatnding rent due.

Possibly. Has it been abandoned (left for more than a reasonable time after lease has ended)? Have there been damages to the place which the tenant refuses to repair or pay for? These are just some of the possibilities why a landlord may retain tenant's property.
