who is allowed to sign the "prepared by" in a real estate document for recording?
Can a lay person sign?

No- Generally an Attorney needs to sign it.

The preparer is the one to sign it. It is traditionally an attorney or a title agent. If a lay person (non-professional) prepares it, he or she can sign as the preparer.
