Amount of persons residing in condo

I bought a condo for my daughter and 2 children The Certificate of occupancy state for 4 persons, Not until I was at settlement was I told the condo by laws called this a 1 bedroom and den with only occupancy for 2 and would levy a fine for occupancy by third person $250 plus $25 each day. The real estate agent never told me before settlement about this tho she knew I wanted the unit for my daughter and 2 children Please advice. This is in N J
