Apartment rental utilities

I live in New Jersey and my apartment lease is up for renewal, my ladnlord is going to include sewer chages in my contract. There are 1 more Apt. upstairs and 3 businesses downstairs and there only one water meter in the building.The Landlord plans to charge for sewer $0.19 per gallon of water used.

Do you think the landlord can charge for sewer?

This depends upon the terms of your lease. What language does the lease include as to utilities as an inclusion or add-on to your rent.
