Legal Question in Real Estate Law in New Jersey

My brothers building was destroyed in a fire which started in an abandoned building next door. Fire Department came on scene in time but there was no water water in Fire Hydrant next to the building. There was loss of life in my brother's building.What kind of lawyer my brother needs to file a suit against the owner of the next door building and the City? Somehow a Google search for Lawyers for property damage does not show many results. I would appreciate your guidance.
