Carpet requirement in an upstairs condo unit

Can someone confirm if this is true. I thought I read someplace that it is a requirement in the sate of NJ for an upstairs unit to lay down carpet and padding on 80% of their hard surfaces to reduce noise to the lower units. I'm speaking about throw rugs, not wall to wall carpet. I live in a small complex, only 8 units and the upstairs are terribly noisy. Our president seems to side with the noise makers calling me unreasonable. I need to know if this is a law that can be enforced. Also if they rent the unit does that fall under the 80% carpet rule? Thank you.

Read your condo documents, which should have been provided to you before you bought your unit.

Those govern rights and responsibilities of owners, and also apply to tenants, if the documents even permit renting out a unit.

There should be a Board or other governing body. The President alone may not make decisions.
