Deeds of the House in Philippines

Parents died, Deeds titled to 9 siblings. (7 in US and 2 in Philippines)

?can we appoint atty.-in-fact with limited duties to perform on behalf of siblings to avoid conflicts, on decision making on house issues and concerns?

Do I need to pay for your services in answering this question? Thanks.

Is there a Will? If so, the Executor performs these functions. If no Will, has someone been appointed Administrator? If you are past Probate, a Power of Attorney from all the owners will work. Any of the siblings can give a power of attorney to another.
