dispute with a neighbor

My property ends behind the wall of my house, I own only 2 inches of property there.Few weeks ago my house got flooded, water entered from that side of the property.Our neighbor refused to give me permission to install the drainage system to take water away from the house and today did not allow my contractor to perform neccesary repairs on a frame of my house from that side.As a result there are a lot of damages to internal and external structure of the house. What are my legal rights?What can I do to protect my property and do neccesary repairs to the house?

If you can't resolve it amicable with your neighbor, you will most likely have to bring an action in court (order to show cause) seeking an order to require your neighbor to permit access to his property for the needed repairs.
