does an access easement permit the public to use it if not specified in th agreement.?

No. Access easements are limited to use for the reason access is granted. For example, an easement for the purpose of access by emergency services does not mean that the public can use the easement area as a right-of-way. It also does not mean that the fire department can use it when training.
