encrochment of trees above and below surface

Condo complex on two sides of my yard have pine trees planted 5ft

on center and 5ft from property line. these trees are hanging over

fence as much as 15 ft, the shade

and roots are killing my shrubbery.

There are a total of 75 trees which

can grow to 80 ft. I have had no luck at havin their trustees take

any corrective actions. Our fence ordance is 6ft in a residencial zone

are these trees a natural fence and therefore Illeagle?????
