my estranged sister and i were left a house by my mother , in her will i own 60% , my sister owns 40%...i have lived in the house for 10 years and have payed every bill and tax on the home, could i sell the house without her signature?

You can sell only your interests which would not do very much good for you. If your sister won't cooperate, your best course of action might be a partition suit. The name is deceptive. A partition suit is not a suit to divide the property but rather one to sell it on terms defined by the court and to divide the proceeds. You can assert your payments for taxes and maintenance at that time.
