Is an existing mortgage holder legally bound to provide all loan information to an independent mortgage broker who is attempting to refinance the loan with a different company?

No, and the independent broker shouldn't need it. If the loan is being refinanced, all the broker needs to know about the loan that isn't part of the public record is the payoff balance.
